MHRC continues police reform campaign

Manipur Human Rights Commission (MHRC) continues to conduct an awareness programme under the theme “Needs of Police Reforms to ensure Human Rights”. The awareness campaign held at the conference hall of SP, Bishnupur with Shri Ravikumar (IPS), SP Bishnupur, and other senior officers, including Officers-in-Charge and Investigation officers in attendance.
MHRC Member Shri Kangjam Khagendra Singh and Head of Investigation Division IGP Smt. Mamata Wahengbam, IPS, attended the awareness programme as a functional president and facilitator. Smt Rosita Haobam (IAS), Secretary, MHRC highlighted the importance of the programme, she said the campaign aims to make police officers particularly Officer-in-Charges and Investigation Officers aware of various Guidelines and Special Operating Procedures issued by the National Human Rights Commission so that police officers follow these guidelines and special operating procedures.
The awareness programme further deliberated on the Protection of Human Rights, 1993, which serves as the legal foundation of human rights commission in India. Discussions also covered the Paris Principles, an international principles which ensure independent functioning of human rights institutions and NHRC guidelines on police public relationships and death in police actions, etc.
The MHRC distributed a book titled “A Basic Handbook for Human Rights Advocates and Investigation officers.””MHRC Member Khagendra Singh advised the police officers to follow prescribed guidelines and laws while maintaining law and order.
