“Manipur Home Guard Faces Challenges Despite Celebrating Salary Enhanced Day: Demands for Commandant General, Uniforms, and Timely Rations”

Asem Bhakta Singh, Special Correspondent North East

Imphal: In a celebration marking
the fifth salary enhanced day,
the Home Guard Manipur displayed
their commitment and
dedication, underscoring their
essential role in maintaining
law and order in the region.
The occasion, observed since
2020, brings attention to the
achievements of the Home
Guard personnel, notably the
participation of two contingents
in the Manipur Republic
Day Parade. The women’s contingent
stood out, securing the
first prize for their exemplary
performance.
However, behind the
celebratory atmosphere, Y
Mangi, representing the
Manipur Home Guard Employees’
Welfare Association, in a
press conference at
Luwangsangbam, highlighted
persisting challenges within the
department. Of particular concern
is the absence of a Commandant
General, responsible
for recommending names for
meritorious awards. Mangi expressed
disappointment, noting
that deserving individuals
have gone unrecognized for the
past two to three years, impacting
morale among the Home
Guard personnel.
Uniform shortages have
also come to light, with personnel
resorting to privately
stitching their own uniforms
due to a lack of provision. This
extends to contingents participating
in significant events,
including the Republic Day
Parade, revealing a stark reality
that further emphasizes the
need for improved support and
resources within the Home
Guard department.
Moreover, the department
faces issues with the timely
implementation of the seventh
pay commission and a lack of
ration delivery. The dedicated
service of Home Guard personnel,
who work tirelessly for 24
hours under battalion commanders,
contrasts with the
challenges they face in receiving
proper uniforms and timely
payments. the
initiation of contempt proceedings
following a court directive.
This legal action underscores
the urgency and
gravity of the issues at hand.
The Manipur Home Guard
Employees’ Welfare Association
calls for immediate attention
from the authorities to
address the grievances raised
by the Home Guard personnel.
As Manipur celebrates the
achievements of its Home
Guard force, the revelations
about uniform shortages, delayed
pay, and inadequate resources
highlight the need for
swift action to uphold the welfare
and working conditions
of those dedicated to ensuring
the safety and security of
the region. The authorities are
urged to address these challenges
promptly and comprehensively
to maintain the morale
and efficiency of the Home
Guard of Manipur.
