Imphal (DIPR): Emphasising that the ultimate purpose of technology should be to ensure better governance and improved public service, Secretary (IPR) Smt. Neeta Arambam, IAS, today said that the re-launching of the DIPR website and implementation of the E-Office system are crucial steps towards ensuring smooth and efficient functioning of the department.
The programme, organised by the Directorate of Information and Public Relations (DIPR), Government of Manipur, at its auditorium today, marked the formal re-launch of the DIPR website https://dipr.mn.gov.in and the implementation of the E-Office system in the Directorate.
Addressing the gathering, Smt. Neeta Arambam stated that the DIPR website would serve as an important bridge between the government and the public by ensuring that authentic government information reaches citizens quickly, accurately and effectively. She expressed hope that the relaunched website would become a dynamic platform for keeping the public and media informed about government policies, programmes and achievements.

On E-Office, she said the system would help reduce delays in file processing, facilitate timely decision-making and enable officials to track files delayed at any level. She informed that the entire Secretariat has already adopted the system and that instructions have been issued to ensure that all district offices and directorates complete their E-Office onboarding at the earliest.
The Secretary urged all officers and staff to embrace the change with an open mind and positive attitude, rather than viewing E-Office as an additional burden. She stressed that the success of the system would depend on its effective use to minimise delays and improve administrative efficiency, adding that technology alone cannot bring change.
Delivering the welcome and keynote address, Director (IPR) Dr. Th. Charanjeet Singh, MCS, said the DIPR website is essential for disseminating news and information on government initiatives to the public and media fraternity. He informed that the website was first launched in 2017 and began functioning properly in 2025, but the technology had become outdated, incompatible and posed security concerns. He expressed gratitude to CubeTen Technologies Pvt. Ltd. for developing the relaunched website using modern technology.
He further informed that new features have been incorporated, including online application facilities for the Manipur Working Journalists Pension Scheme and the Manipur Journalist Welfare Scheme, enabling members of the media fraternity to apply through the portal.

He highlighted that E-Office will eliminate the need to physically deliver hard copies, simplify file processing and reduce the risk of files being lost. He urged all officers and staff to actively use the system.
Dr. Haobam Joyremba, MD/CEO, CubeTen Technologies Pvt. Ltd., described the DIPR website as one of the most dynamic websites in Manipur, noting that a website serves as the face of a department. While government offices function during official hours, the website remains accessible 24×7 from anywhere, making it an important platform for public access to information. He expressed confidence that it would become a key source of authentic news, improving accessibility and promoting transparency.
Dr. Joyremba added that the launch is only the beginning and regular updates will be necessary to keep the website relevant and useful. Emphasising that DIPR serves as a bridge between government and citizens, he stressed that accuracy and authenticity of information are essential.

A technical session on the utilisation of the relaunched DIPR website was conducted by Shri B. Guneshore Sharma, Senior Technical Lead and Project Manager, CubeTen Technologies.
The programme was attended by Smt. W. Phajatombi Devi, Additional Director, IPR; Shri T. Ramesh Singh, Additional Director (P&D); officers and staff of DIPR and Directorate of Information Technology.
